How do I answer question to income tax paid to other state when I have not yet created the other state return?

'Income Tax Paid to Other State' would be State Income Tax you had withheld on a W-2 or other income document.

This does not refer to any additional tax (or refund) from the other state that you will see when you prepare that state's return.
