Form W-RA

The filing instructions from Tubotax indicate I have to submit form W-RA with this year. Haven't had to do this in years past. Explaination indicates that I have included Gains/Losses on Schedule I and I should attach revised Federal Form 1040, Schedule D, Form 4684, and/or Form 4797 marked "Revised for Wisconsin Purposes".

 

Schedule D Line 8b Line 13 have entries for capital gains. The total for these two entries is included on Schedule I Lines 2f (additions) and 4e (subtractions) for a net zero impact **bleep**I. It doesn't appear there is any impact on the Wisconsin taxable income for these capital gains.

 

Why do I have to submit W-RA and what would I revise on form 1040 and Scedule D?
