Do I need to file a state tax return if I never lived in California or Nebraska but the employer I worked for is based out of those states???

Resident of Texas. Lived and worked in Arizona and Texas but recieved W2's from Texas, Arizona, Nebraska and California.  I know I have to file a State return in Arizona but do I have to file in California and Nebraska?

No, you do not need to file non-resident tax returns for California and Nebraska unless there was California and/or Nebraska state tax withheld.  If that is the case, you will have to file in order to receive a refund of those state taxes that were withheld.
