I am filing a state tax return for California as a non-resident. "File by Mail Instructions for your 2017 California Tax Return" says I need to attach "all Form(s) W-2 and W-2G", however, I only have W2 for my resident state, Hawaii. Do still I need to attach Federal and/or HI W2s (even those that did not generate income in California) when I mail it in?

No, only attach your W-2's and W-2G's to your nonresident state return when your nonresident state withheld state income taxes. Since you did not receive any W-2 or W-2G income from your nonresident state, no tax forms should be attached to your nonresident return.
