My daughter was a college student in 2023 and lived part time at home (Pennsylvania) and part time in Washington DC (College location).  Where does she need to file state and local income taxes?  She earned between 3 jobs (all in DC) about $9400, plus savings bond redemption of $320 earned.  Any help on this would be greatly appreciated.

If she lived in DC for 183 days or more she would be required to file a DC tax return. Otherwise no, as non-residents do not have to file a return unless they lived there for 183 days. She would be considered a non-resident since she is there for college and that doesn't count as a residency requirement. You can learn more here:  DC filing requirements
