Caution: Why isn't Oregon Form 10 reducing the 2019 tax with the 2019 kicker credit for purposes of the "safe harbor" amount (underpayment penalty)? An oversight?

The Form 10 is autopfills with 2019 tax but you may need to override it in order to avoid interest on an underpayment.
