Can I offset my stock trading loss against rental property sales gains in PA?

I am a PA resident. If I sell my rental property in FL with a capital gain, can I offset my stock trading loss against this gain?

Also, I had a rental loss last year from this FL property, but I expect a rental gain this year. My rental loss was disallowed for tax deduction last year. Does PA tax rental gain outside of the state? If so, can I carry over the rental loss from last year to offset this year's gain?
