i bought 2 turbotax software, a deluxe and a buisness, however it does not let me claim the "1 free efile" that is supposed to be included with each software.

Please clarify.  Are you using  Deluxe for your personal return; and TT Business for a C Corp, S Corp, Partnership or Estate/Trust? Or do you mean TT Home and Business, which is also for personal returns?

In general, TT Online (web) allows free efile of state returns, but TT Desktop (CD/download) does not.
