California "Pending ECN" causes "Check This Entry" in turbotax

I'm trying to file a California state tax return with a ECN for the general hardship exemption.  Turbotax's instructions say that if you have a pending ECN to select pending (or no ECN).  I tried doing that, but the final review of the state tax return asks for me to enter a ECN.  I already made the selection that the ECN is pending, so why do I repeatedly get stuck on the "Check this Entry" screen?  If I try to press forward leaving the ECN number blank, the software doesn't like that and keeps asking me to review it again.

Turbotax Premier software, on Windows 10.
