Hi, I live abroad for 7 years and have not been a CA resident since then. I don't have any income inside the US. This miscellaneous form got me confused. TurboTax didn't flag it as something I need to do. So I think its not something for me to do but would like some confirmation on this.
Do I have to use the Foreign income of Nonresident Alien? Is this talking about me who is living abroad or is it just talking about people who are living in CA but making money outside of US?

Can you clarify what type of form you received? Based upon the information you have provided, it sounds like you are not a resident of the US nor a US citizen.
If those assumptions are correct, the only time you would potentially need to file a California tax return as a nonresident would be if you performed services within the state, had property within the state that was rented or sold, or have income from a California source business. Please see this link for additional information on filing requirements within California for nonresidents.
