Federal amounts are listed for "Interest Income", "State Income Tax Refunds", and "Wages, Salaries, Tips, etc". The federal amount shown for "State Income Tax Refunds" is $0. It doesn't make sense to list a PORTION of $0. Do they want my 2019 AZ refund amount?

It looks like your state refund was not included on your federal tax return, which is typical. If so, then it should not be listed on the state return either, so you would enter $0.

Sometimes the state tax refund is taxable on the federal return, so you need to list it on the state return so it can be subtracted off. So, you wouldn't need to do that if you didn't list it as taxable on the federal tax return.
