I had originally talked to multiple tax places years ago and told that I dont apply for Safe Harbor residency for the state of Maine and multiple of my friends and coworkers that are also from maine said that I should qualify. This year I found it on Turbotax and filled it out and it seemed like it should apply to me. I'm a Maine state resident that is Active Duty military and only spends a few days a year in the state. My question is I have filed as a normal resident for the last 12 years and only get about 40% of my state taxes back every year, how many years back can I go and amend my taxes.

You can file an amended return and get a refund, within 3 years after the date the original return was filed, or within 3 years after the date the tax was paid, whichever is later. A return filed early is considered filed on the date it was due.
If you filed and paid your taxes on time every year, that means you have until April 15, 2020 to get your 2016 tax return amended. You can also amend 2017 and 2018, but you have more time.
