Allocate wages between PA and NY

Help! Lived in PA until mid August. Moved to NY, while still working for same PA employer remotely - until laid off.

 

W2 shows PA wages are equal to Medicare wages for the entire year, and NY equal to Fed wages for the entire year. Taxes were withheld for NY from the time of relocation, though at an oddly low rate. PA taxes were withheld through final paycheck.

 

Must file in PA as resident (not part year resident) because lived there for more than 184 days.

 

Having difficulty getting TurboTax to recognize allocation because have to file as resident, not part year resident.  And should I still only pay PA for the ACTUAL time residing in the state, even though I'm not filing as a Part Year resident? If so, why did they continue to withhold PA tax after moving to NY?
