Found it :   

What is mixed earner compensation?
The Mixed Earner Unemployment Compensation benefit was created by Congress to help gig workers, freelancers, and other self-employed individuals who receive artificially low unemployment benefits due to part of their income coming from W-2 wages.
 
Answer :  Of course it is taxable unemployment ... the only difference is in how the amount you get is computed.
