I am an independent contractor that needs to prepare a 1099-MISC for my contractor.

You can prepare a 1099-MISC form using TurboTax Self-Employed version and Quick Employer Forms (QEF).

You will see the online QEF online option after you select 'Prepare W-2/1099' blue link. Then select 'Choose Online' on the following page.

What are Quick Employer Forms?

If you only have one 1099-MISC form to prepare, or you are using a version other than TurboTax Self-Employed, you can use the IRS link below. Form and instructions are included.
