CA Zone 7 and City of Pleasanton issued rebate for lawn removal etc.,… can I offset the $2250,00 rebate with expenses? I spent 10:times the rebate..

No, you can not deduct expenses for this rebate if this is for your home. This is landscaping a personal property which makes it a personal expense and personal expenses are not tax deductible.

If this was for a business, you would be able to deduct the expenses as a business expense.
