I serve on a township board so receive a 1099NEC. This isn't actually self-employment but if I enter the data in the 10099NEC space, it makes it self-employment. Is there another way to enter this data?

It depends. If you performed a service for the township board and received compensation for your services it could be considered self employment. First review the information provided by the IRS.
