Why wasn't my husband's Pension Plan Withdrawals and Social Security income added to Line 1 Wages, salaries, tips, etc?

Pensions and Social Social benefits are not earned income (found on Line 1, 1040), but are entered on Line 4a and 5a, respectively of your 1040.  Taxable amounts for both are found on Lines 4b and 5b, respectively.
