Why is half of my return being withheld?

That is an IRS question. By withheld, do you mean, taken, as in not getting it ever? If so, then you can call the Treasury Offset Program and ask who is taking your money.That number is 800-304-3107

If you mean, delayed, the most likely cause would be if you had Earned Income Credit. You may receive a letter that needs a response or it could just be delayed.
