Why does Vermont want my Federal Income. My Pension from 1099-R is not state taxable but they make it part of my Taxable income?

Taxable income is defined in 32 V.S.A. § 5811(21) as federal taxable income with certain additions and subtractions.  What type of pension is it?   Vermont taxes all forms of retirement income at rates ranging from 3.55% to 8.95%. This includes Social Security retirement benefits and income from retirement accounts.
