Why asking for 8915B, C, or D when no distribution taken those years?

Make sure you are checking the coronavirus box if you are reporting tax on a 2020 corona virus related distribution.   Those questions in that section cover disaster distributions from 2016-2020 - and each year has its own form letter suffix.    The 8915-E is the one that relates to coronavirus distributions.  

 

2016 - A

2017 - B

2018 - C

2019 - D

2020 - E 

 

In 2021, the IRS has replaced all of the above forms with the new 8915-F.    All future years (and 2021) will use 8915-F to report disaster distributions.
