I am trying to convert $10000 from a traditional to a roth IRA. My AGI is $0 due to losses. I am 61 so it is not an early withdrawal. Turbotax seems to think I am trying to make a contribution not a conversion.

If you made a conversion, in 2018, you got a 1099-R for the "distribution". After entering the 1099-R, you will be asked what you did with the money. Convert to Roth is one of the choices.
It sounds like you entered the distribution in the IRA contributions section of TT, rather that the retirement income section. Go back there and delete it.
