Retirement Plan Withdrawal would be appropriate.  It doesn't matter which one you choose; TurboTax is just trying to determine what parts of the program you may need presented to you.

Either way, the distribution is shown on Form 1099-R.   If you got laid off for Covid, you will be able to report the income over a three-year period on Form 8915-E, which is not finalized by the IRS yet.

Since the IRS is not open for Efiling until February 12, you can enter your 1099-R now, but don't file if you want to take advantage of the three-year income reporting.
