When it asks...did you pull money out of your IRA for an IRS Levy..does this mean for 2018 or prior years?

Applies only to 2018 withdrawals for 2018 returns.

If the distribution was made due to an IRS Levy for any tax year then you will check this box.

I'm not sure where it would ask if "you pull[ed] money out of your IRA for an IRS Levy."  An IRS levy occurs when the IRS initiates the distribution of the money out of the IRA, not when you yourself pull money out.
