A number of software products that print W-2s automatically put the state code (TX) in box 15, whether or not any of the other boxes will have anything in them.
In this case, Texas does not have a state income tax, so there should not be any entries in boxes 15 to 17.
If there is a TX in box 15, just don't enter it into TurboTax. This is an exception to our general rule of asking you to enter whatever is on your form.
