Yes, if you incorrectly submitted the nonfiler form to request your economic impact payment ("stimulus check") even though you needed to file a tax return then yes, this will cause you to be ineligible to e-File a tax return this year and will give the duplicate social security number error.
A tax return was filed when filling out the nonfiler form. Your tax return will be required to be submitted by mail.
Your return will be considered late with a postmark of July 16 if you did not file an extension. If you do not owe tax (or are due a refund) there will be no penalty, but it may be many months before your return is processed.
