When does the double standard deduction go into effect, and will it make a difference in my taxes? are my personal exemptions the same? Is my social security income all

The increased Standard deduction goes onto effect for 2018 tax returns that we file in early 2019. Personal Exemptions go away for 2018 and future tax years. So no change in either for the 2017 tax returns we are doing now.

0-85% of Social Security is still taxable, depending upon your other (Joint) income.
