What do I put when it asks for the name of the financial institution if my 1099-R for my Post Office retirement has none?

You can skip the import and enter Form 1099-R manually:

1. Click on "Search" on the top right and type “1099-R”  
2. Click on “Jump to 1099-R”
3. On the "Let's import your tax info" screen click "Change how I enter my form"
4. On the "How do you want to enter your 1099‑R?" screen click "Type it in myself"
