TurboTax won't let me e-file without filling in box 15 on both of our W-2 forms. However, our state does not have state income tax, so there is nothing in that box.

A blank box 15 state employer ID on your W-2 should not cause a problem with your return processing at the IRS or the state revenue office. If there are no entries in 17, you may leave the entire box 15 and 16 blank, as well. If you do have entries in box 17, please see the work around below.
