Turbo tax glitched at review because it said that 1099-R form had a withheld amount that was more than the income posted. The form had both. I could not file.

There was an older question with basically the same facts. The solution was inapplicable.

Delete your 1099-R and re-enter it.   If you have state tax withheld in box 14 - you will need to make sure you have an amount in box 16 as well.   Otherwise, you are trying to show withholdings for no income.   I saw someone earlier have this issue, but it resolved when they entered the taxable amount of their distribution in box 16.
