If you have entered all the amounts from Boxes 1,3,5,7, etc. on your W-2 correctly, don't worry about the message.

 

It won't affect your return or prevent you from filing; it's just to let you know to contact your employer that over-withholding should be refunded to you.

 

You could try deleting and re-entering your W-2 to see if the issue resolves.

Thanks so much for your reply, MarilynG1.   But what I'm asking is if TurboTax is wrong in saying my employer made a mistake because from how I'm reading IRS rules, the amount withheld is correct.
