Tax tables says single / net income of 20,107 should be 12%. Where does TT get the tax amount? TT is calculating 15.3%. Why are they off?

15.3% is the amount of SE (Social Security & Medicare tax) paid on self-employed income over $400 that is completely separate from the income tax that used the tax table.   Schedule SE computes the SE tax.
