State of Georgia income tax return. I am retired and adjusted gross income is 34147. Is this deducted against the 65,000 exclusion from income?

Yes it is, unless it's from Wages (or other earned income like rentals, or a small business). Only 4000 of earned income is applied against the Retirement Income Exclusion.
