Yes. You can still claim your 16-year-old as a dependent if she didn't provide more than half of her own support in 2023 (which is the case as she earned only $2,000).
As you have a qualifying dependent, you can file as Head of Household if you paid at least half of the cost of maintaining a home.
No reason for her to file unless there is W-2 withholding to be refunded.
