Should non-qual pension distribution be taxed twice? TurboTax for 2023 is including on both 1040 lines 5b and 8

This is income reported on a W-2, lines 1 and 11

That does not seem correct. 

When I do a test case with W-2 entries in box 1 and box 11 I do not see double tax. I see only an entry on Schedule 1, line 8t, which flows to 1040 line 8, and NOTHING in 1040 line 5b.
