Should I fill 1099-G while I have already filled "Refunds received for State/Local Tax Returns"?

Other Common Income section has two items: 1099-G and "Refunds Received for State/Local Tax Returns". Aren't they same for California?

you used the correct section to enter the tax refund.

1099-G also reports unemployment and state grants, so do not enter the refund a second time.
