Reporting Roth conversion, too small for 1099-R

I made a very small Roth conversion to start the clock ticking on the 5-year age-of-account rule. My traditional IRA had $6 in cash, so I converted that to a new Roth IRA.

However, since the amount was less than $10, Vanguard did not generate a 1099-R. How can I enter this into TurboTax?

In TurboTax, you can indicate that you need to prepare a substitute 1099-R and say that the amount was under $10 as the reason you did not receive it .

In the Federal section, under Wages & Income, locate Retirement Plans, and select I need to file a substitute 1099-R.

Enter it as a normal Form 1099-R, not a substitute Form 1099-R.  A substitute Form 1099-R implies that the payer issued an incorrect Form 1099-R and will not correct it or failed to issue a Form 1099-R that was required to be issued, neither of which is the case here.  Entering it as a substitute Form 1099-R will prevent e-filing your tax return.
