2,400 shouldn’t we receive 3,400 with the kids?  My kids are not his kids but are mine and we have been married 4 years.  Would this have anything to do with it??

Yes, according to the guidelines you should have received $3,400 if you claimed two dependents under age 16 on your tax return.  It is unlikely you will be able to do anything about it until you file your 2020 tax return, when you will receive a credit for the additional $500 per dependent.
