This was a 2019 excess contribution and the return is happening before I file, so its as if the contribution never happened. I just need to report the taxable earnings on line 4b. But Turbo Tax doesn't let me, or I don't know how to do this in Turbo Tax.

you should have received a 1099-R showing that taxable earnings amount.

if the withdrawal was in 2020, the 1099-R will come next year.
meanwhile, make up a virtual 1099-R with the numbers or you'll have to amend your tax return in 2021.
