How do I feel out form 8826 it won’t allow me to fill out the form on turbo tax

You'll have to manually fill out the Form 8826, which you can find at this IRS link for Form 8826.  

Once you have filled out your Form 8826, then you are ready to enter it in TurboTax for doing this:

1. Click on the "magnifying glass Search" icon on the top row.
2. Enter "disabled access credit" in the search window and hit return or enter.
3. Click on the "Jump to disabled access credit" link.
4. In the "Other Business Credits" section click "General business credits".  Click "Start".
5. Answer the question about carryforwards and "Continue" to the next screen "Business Credits Prepared Outside TurboTax".  Click "Continue".
6. Scroll down in the Form 3800 General Business Credit Worksheet until you find the Line 1e section on Form 8826.
7. If the credit arose from a rental activity, or other business where you did not have active participation, you will use Line 2 for passive activity amount.
