Can I use the free edition if I received a 1099-R (no penalty for early withdrawal) for tax year 2022?

I saw a forum with the same question about 2021. Apparently it’s supposed to be free. I received a 1099R without a penalty but TurboTax is not allowing me to file a simple return.

I received a tax penalty, seemingly because I owed too much tax. If I amend my return, and the amendment decreases the owed amount, can I get back the penalty?
