Are my Canada Pension Plan and Old Age Security benefits non taxable income when I file my State tax return in California?

FTB changed my return and did not deduct my CPP and OAS benefits on my 2020 tax returns, as part of California Tax Adjustments, on line 23 of Form 540.
Why is that?

CA's rules on taxation of retirement income are detailed in CA Publication 1005.  Here's a link:

Note that foreign social security IS taxable by California.
