Qualified 2017 Disaster Retirement Plan 2017 Distributions and Repayments

I'm trying to defer taxes on an IRA distribution using "Qualified 2017 Disaster Retirement Plan 2017 Distributions and Repayments" but when reviewing the tax forms there is a Stamp on the above page that says "DO NOT FILE"

Qualified 2017 Disaster Retirement Plan 2017 Distributions and Repayments

You are correct, the Form that you will need to defer taxes due to a 2017 Disaster is Form 8915Qualified Hurricane Retirement Plan Distributions and Repayments.  

Form 8915 is estimated to be available to Efile and Print on March 22, 2018.  The form will continue to have the  "DO NOT FILE" Stamp until the IRS has finalized the form.
