Pension, Taking the NJ's state 3 year rule without taking Federal General Rule deduction

I did not pay federal taxes on my pension contributions.  I only paid NJ State tax.  Now that I am retired, how do I indicate such in Turbo Tax?  It looks like when I enter my pension contributions in TurboTax, it

is applying the General Rule to my federal tax and the 3 Year Rule for the State Tax.  It should only be applying the 3 Year Rule for the State Tax and not making a deduction for my Federal Tax.  I am not sure how to do this in Turbo Tax?
