If you are entering Social Security benefits, they are not reported on Form 1099-R.  Therefore, you do not need a Federal ID number.

Social Security benefits are reported on Form SSA-1099.  Go to  Federal > Wages and Income > Retirement Plans and Social Security > Social Security (SSA-1099, RRB-1099) and click Start to enter your information.

Also, be sure to delete the unfinished Form 1099-R.
