NYS Teachers Retirement and New York State Local Employees Retirement benefits are both FULLY exempt from NYS tax. How do we get them off our NYS tax return?

Turbo Tax only allows a $20,000 deduction from retirement income.  However, both of our NYS retirement plans are fully exempt from NYS income tax.  In past years I was able to go into the forms and make this right, but now it can only be done through the Federal forms.  I did add 0.00 to box 14 of the federal W-2 information, but our full retirement benefits still appear on the NYS forms.

How do I deal with this for our 2015 NYS Retirement benefits?

When you go through the federal interview for the 1099-R for this benefit, when you get to the screen that asks "Where Is This Distribution From?", make the selection for "New York State and City Education", the first one, not the one referencing Optional Retirement Program.
