My wife has a 401k account through her full time employer. Can she deduct her 2019 contributions on the tax return?

No, her contributions are already reported on her W-2 in box 12.  They should not be entered on the tax return except through the W-2.

The money that was contributed is pre-tax money and the 'deduction' for that contribution has already been accounted for in Box 1 of the W-2.
