My wife died 12/12/2019 and I filed a joint return. However the IRS has stopped the payment because the tax return stated she was deceased. How should I resolve this?

You will have to contact the IRS. They will usually stop the efiling of a tax return with a deceased person to prevent fraud but it seems unusual to stop payment of a refund.

Are you  looking at a REJECTED notice.?

With TurboTax, this happens a lot when one taxpayer is deceased.
