My mom receives a VA WWII Survivors Benefit Pension monthly which is non taxable. Am I correct to assume that this amount is not gross income in California?

That is correct, as it is non-taxable income. Survivors Pension, formerly referred to as Death Pension, is a tax-free benefit payable to a low-income, un-remarried surviving spouse or unmarried child(ren) of a deceased Veteran with wartime service.
