My 1099-int form block 12 is for state tax withheld and block 13 is the state of virgina. Your program says that block 12 is for bond premium on treasury obligations.

Keep working through the interview. Because the boxes on your form are numbered differently, don't enter taxes withheld just yet.

As you keep working through the interview, you will come to a page headed Tell us if any of these uncommon situations apply. State income taxes were withheld on this interest is one of the options. Check that box, and you will be able to enter the Virginia taxes. (See the screenshot below.)
